If you receive merchandise in the mail which you did not order, you
have no duty to return it or to pay for it. Unsolicited
merchandise which has not been ordered by anyone in your household
may be considered by the recipient as a gift. If you continue to receive
bills for such merchandise, you may file a complaint with
the Pennsylvania Bureau of Consumer Protection. The Bureau's
northwestern Pennsylvania office is located in Erie. For more information
about the Pennsylvania Bureau of Consumer Protection, consult
the Bureau of Consumer Protection
message on this site.
Many mail order companies use contests or promotion to promote sale
of their product. A company cannot legally require you to
purchase something in order to participate in a contest.
Beware of companies who have told you that you have won a free prize.
Make sure that the free item will not cost you anything.
If a company is genuinely giving you a prize or a gift, you should
not have to pay postage, handling or a redemption fee to claim
that prize. This is a common tactic used by fraudulent operators. If you believe that you have
been the victim of mail fraud, you should contact the United States
postal inspectors and the Pennsylvania Bureau of Consumer
Protection immediately.
